Medan, September 23, 2026 – Amanatul Fadhilah, S.Pi., M.Si., a lecturer in the Undergraduate Program in Aquatic Resources Management (MSP), Faculty of Agriculture, Universitas Sumatera Utara (USU), participated in the Training of Trainers (ToT) on Fish Stock Assessment Data Collection, held from September 22–25, 2026, at Hotel Emerald Garden Medan, North Sumatra.

The activity was part of the Capacity Building for Data Collection Officers of the Fisheries Port Information Center (PIPP) and the Training of Trainers (ToT) on Fisheries Biological Data Collection in the Implementation of Measured Fishing (PIT) and Post-Production Non-Tax State Revenue (PNBP). The activity was organized by the Directorate of Fisheries Port and the Directorate of Fish Resource Management in cooperation with the Outer Ring Fishing Ports Development (Eco Fishing Port) Project by AFD.

The participation of Amanatul Fadhilah was part of the involvement of higher education institutions in strengthening a scientific, data-based fisheries data collection system. In the organizer's letter, lecturers and academics from higher education institutions were specifically involved, together with fisheries port data collection officers, in the capacity-building activity.

During the activity, participants received materials on strategies for implementing Measured Fishing, policy directions for WPPNRI-based fish resource management, methods of fish stock assessment, data provision to support stock assessment, and the determination of fishing quotas. These materials provided an understanding of the importance of the connection between data quality, scientific assessment, and decision-making in fish resource management.

One of the important focuses of the ToT was the standard procedure for collecting fisheries biological data at fishing ports as a basis for stock monitoring and fish resource management. Participants also received training on fish production data management, logbook completion, and the use of PIPP Mobile for capture fisheries data collection.

The activity was not limited to classroom learning. On September 24, 2026, participants were scheduled to take part in a visit and field practice at the Belawan Ocean Fishing Port (PPS Belawan). The practice covered a series of simulations involving vessel arrival, unloading, weighing, sampling, PIPP data entry, data validation, as well as fisheries biological data collection and fish sampling at the fishing port.

The participation of the MSP USU lecturer in this ToT has strategic value for the development of the Three Pillars of Higher Education. The competencies acquired can strengthen learning materials and research in the fields of fish stock assessment, fisheries biology, population dynamics, fisheries resource monitoring, and scientific data-based fisheries management. This experience can also be transferred to students through lectures, practical sessions, research, and final projects.

For the Undergraduate Program in Aquatic Resources Management USU, this participation also strengthens the network between higher education institutions, the government, and fisheries sector stakeholders. Such synergy is important to support the availability of human resources capable of conducting standardized fisheries data collection and analysis so that assessment results can serve as a basis for sustainable fish resource management.

This activity is also relevant to SDG 14 – Life Below Water, particularly through the sustainable management of fisheries resources based on scientific information, as well as SDG 17 – Partnerships for the Goals, through strengthened collaboration among the government, higher education institutions, researchers, and fisheries port managers.

Through the participation of Amanatul Fadhilah, S.Pi., M.Si., in the Training of Trainers, the Undergraduate Program in Aquatic Resources Management, Faculty of Agriculture USU, continues to promote lecturer competency development while strengthening academic contributions to supporting stock assessment and science- and high-quality data-based management of Indonesia's fish resources.
